What is SoonerCare and ACA?

  • SoonerCare is Oklahoma’s version of Medicaid. Medicaid is a joint federal and state program that gives health coverage to some people with limited income and resources.

  • Affordable Care Act (ACA) Health Insurance: The Affordable Care Act (ACA) is a comprehensive reform law, enacted in 2010, that increases health insurance coverage for the uninsured and implements reforms to the health insurance market. This includes many provisions that are consistent with AMA policy and holds the potential for a better health care system. Clients may be eligible for premium tax credits to help offset high insurance costs.

Who are you looking for?

We are looking for any individuals or families in Oklahoma, who fall within the income guidelines of SoonerCare or ACA. Some examples are a household size of 1 with an annual income of $17,667 or less. Household size of 4 with an annual income of $36,075 or less. 

How to qualify?

No cost for children and pregnant women. 

For adults, copays are $4 for medical and dental visits and $4 for medications.  

Common FAQ’s

  • We cannot help clients with Medicare. We can only help with Medicaid/ SoonerCare or ACA Health Insurance.

  • We cannot help clients apply for disability. DHS can assist.

  • SoonerCare no longer mails out SoonerCare ID cards. We can help a client get a pdf version of their card so they can print it out.

  • Vision is not currently covered for adults with SoonerCare. But it does include Dental!

  • They should reach out anyway. There are other resources available.

  • SoonerCare requires applicants to reapply annually to redetermine eligibility. Income guidelines change each year. You might still be eligible.

WHO TO CONTACT:

Maternal Child Health Outreach | Tulsa Health Department

MCH Outreach team members can reach out to enroll your client remotely or meet with them in one of our three main sites for SoonerCare enrollment during regular business hours without a PIN number. They are also able to verify income in the system in real time in some cases, provide wrap around supports including prevention education messages, and connect clients to other THD services and community basic needs referrals. Enrollment Assistance is available in Spanish (at two locations and via phone) and Burmese (at Central upon request).

Best for clients who need to provide or verify documentation (income, residency, etc.) or are walk-ins at our three main sites. We can enroll all who are eligible, including those who are pregnant or have young children in the home.

Tulsa Heathcare Coverage Program 

THCP works to identify uninsured Tulsans and provide them with an eligibility screening for available public coverage options. Team members assist qualifying individuals with enrollment in public healthcare coverage options, medical home connection, and provide health literacy education, where possible. 

Best for clients with complex healthcare needs & uninsured clients who need connections to free clinics.

Tulsa Responds 

Tulsa Responds navigators can enroll clients both remotely and in person. We have the ability to help clients who speak English and Spanish. Our Health Insurance team goes through an annual recertification training with the State of Oklahoma and the Federal government to be able to assist clients with ACA insurance. Tulsa Responds has a team of 10 Navigators who are all trained to help with SoonerCare and SNAP Benefits. Seven of our team members can assist clients with ACA applications. Four members of our team can assist clients in both Spanish and English. 

Best for clients who need assistance with multiple benefits.
